Why am I not able to edit the quantity of a part in the Inventory Module?

To edit the quantity of a part in the Inventory, the user needs to make sure the part is not in the following states:

On Commit: the part has been issued in a Work Order
On Repair: the quantity on a Repair Order that hasn't been received 
On Order: the quantity that has been ordered on a Purchase Order and hasn't been received
On WO repair: the quantity that has been set as the main part of an internal Word Order (note that this part will return to Stock once the WO is closed)
